Pulse Check- It’s Time

With Rising Costs And Sinking Popularity, Even Democrats Are Joining The Effort To Repeal ObamaCare

TODAY, DEMOCRATS WILL JOIN THEIR REPUBLICAN COLLEAGUES TO REPEAL OBAMACARE

Today, The U.S. House Of Representatives Will Vote To Fully Repeal ObamaCare. “The House is expected to start work on the bill by debating and approving the rule, which will take an hour early Tuesday afternoon. A final vote on passage on the bill itself is expected Wednesday.” (Pete Kasperowicz, “House Plans Five-Hour Debate On Health Care Repeal; WH Warns Veto,” The Hill’s Floor Action,” 7/9/12)

DEMOCRATS WILL JOIN WITH REPUBLICANS TO REPEAL OBAMACARE

Rep. Mike McIntyre (D-NC) Will Support The Repeal Of ObamaCare. “U.S. Rep. Mike McIntyre responded to the Supreme Court decision on President Obama’s health care law, saying he would continue to support the repeal of the law because ‘the individual mandate is a tax which I do not support.’” (Patt Gannon, “U.S. Rep. Mike McIntyre Says He Will Continue To Support Repeal Of Health Care Law,” Star News, 6/28/12)

  • Rep. McIntyre (D-NC) Will Vote To Repeal ObamaCare Because He Is Against Higher Taxes And Additional Mandates On Job Creators. “As Chief Justice Roberts said, this is a tax.  I have always been against raising taxes, and I do not favor putting mandates and additional burdens on our businesses and families, especially when businesses are trying to survive and create jobs for our citizens.  I will continue to work in a bi-partisan manner to improve health care access, not burden our job creators, and not sink our nation into further debt.” (Patt Gannon, “U.S. Rep. Mike McIntyre Says He Will Continue To Support Repeal Of Health Care Law,”Star News, 6/28/12)

Rep. Larry Kissell (D-NC) On ObamaCare: “I Will Vote To Repeal It.” “‘I’ve heard from hundreds and hundreds of people from my district about their opposition to the health care law,’ Kissell told the Observer Monday. ‘I voted against it originally and I will vote to repeal it.’” (Jim Morrill and Franco Ordonez, “Democrat Kissell Bucks Party On Votes, Won’t Back Obama,” Charlotte Observer, 7/3/12)

  • Rep. Larry Kissell (D-NC) Will Vote To Repeal ObamaCare Due To Medicare Cuts And The Albatross Placed On Small Businesses. “On health care, Kissell explained why he plans to vote for repeal on July 11. ‘Constitutional or not, the health care bill cut Medicare and placed undue burdens on our small businesses,’ he said.” (Jim Morrill and Franco Ordonez, “Democrat Kissell Bucks Party On Votes, Won’t Back Obama,” Charlotte Observer, 7/3/12)

In 2011, Three Democrats Voted To Repeal ObamaCare. “Democratic Reps. Dan Boren of Oklahoma, Mike Ross of Arkansas, and Mike McIntyre of North Carolina joined GOP lawmakers in supporting the symbolic vote to repeal the law.” (Shawna Thomas and Carrie Dann, “Which Democrats Voted For Repeal?” MSNBC’s “First Read,” 1/19/11)

Congress Will Send Clear Message To Obama That His Signature Achievement Is Not “Here To Stay”

At A Recent Campaign Event, Obama Declared That ObamaCare “Is Here To Stay.” OBAMA: “I’ll work with anybody who wants to work with me to continue to improve our health care system and our health care laws, but the law I passed is here to stay.” (President Barack Obama, Remarks At A Campaign Event, Maumee, OH, 7/5/12)

OBAMACARE HAS NOT MADE AMERICANS BETTER OFF

ObamaCare Has Failed To Cut Health Care Premiums For American Families

FactCheck.org: ObamaCare “Falls Short Of Making Health Care ‘Affordable And Available To Every Single American,’ As Promised.” “Furthermore, the law falls short of making health care ‘affordable and available to every single American,’ as promised. The law provides subsidies to help some Americans buy insurance, expands Medicaid and doesn’t allow insurance companies to exclude persons with preexisting conditions. But still, the director of the nonpartisan Congressional Budget Office projected 23 million persons will remain uninsured — some because they can’t afford coverage.” (D’Angelo Gore, “Promises, Promises,”FactCheck.org, 1/4/12)

  • FactCheck.org: ObamaCare Is Actually Making Health Care “Less Affordable.” “At the moment, the new law is making health care slightly less affordable. Independent health care experts say the law has caused some insurance premiums to rise. As we wrote in October, the new law has caused about a 1 percent to 3 percent increase in health insurance premiums for employer-sponsored family plans because of requirements for increased benefits. Last year’s premium increases cast even more doubt on another promise the president has made — that the health care law would ‘lower premiums by up to $2,500 for a typical family per year.’” (D’Angelo Gore, “Promises, Promises,” FactCheck.org, 1/4/12)
  • The Washington Post’s The Fact Checker: “Insurance premiums have gone up, in part because of new benefits mandated by the law.” (Glenn Kessler, “The Fine Print In Obama’s ‘Promises Kept’ Ad,” The Washington Post’s “The Fact Checker,” 1/6/12)

Despite President Obama’s Promises, Health Care Premiums Aren’t “Going To Go Down.” “Giving families and businesses relief was a big part of Obama’s sales pitch for health care reform. … But no matter what happens with the law, the line on that graph isn’t going to go down.” (David Nather, “Health Care Reform: 4 Inconvenient Truths,” Politico, 3/16/12)

ObamaCare Won’t Allow Americans Who Are Happy With Their Health Care Plan To Keep Their Plan

Americans Are Finding Out That Obama’s “Keep Your Plan” Promise Is Just Not True. “President Barack Obama promised over and over during the health care debate that ‘if you like your health care plan, you can keep your health care plan.’ It turns out that, for a lot of people, that isn’t true.” (David Nather, “4 Inconvenient Truths,” Politico, 3/16/12)

  • More Americans Will Lose Their Employer Health Care Coverage Than Before ObamaCare Was Enacted. “For one thing, CBO says 11 million Americans won’t get employment-based health insurance they would have had before the law — so they will be forced out (technically by their employer, not by the president, but the context will be the changes brought about by the health law). Another 9 million would gain coverage — but everyone who loses it will see their lives disrupted, and it will be used as more evidence of broken Obama promises.” (David Nather, “4 Inconvenient Truths,” Politico, 3/16/12)

The Non-Partisan CBO Found That ObamaCare Could Cause As Many As 20 Million Americans To Lose Their Employer-Provided Health Care Plan. “As many as 20 million Americans could lose their employer-provided healthcare because of President Obama’s healthcare reform law, the nonpartisan Congressional Budget Office said in a new report Thursday.” (Julian Pecquet, “CBO Report Says Health Care Law Could Cause As Many As 20M To Lose Coverage, The Hill’s Health Watch,” 3/15/12)

  • Despite A “Tremendous Amount Of Uncertainty” Regarding Employer-Sponsored Health Care, The CBO Still Expects 3 To 5 Million Americans To Lose Their Health Care Coverage Under ObamaCare. “The best estimate, subject to a ‘tremendous amount of uncertainty,’ is that about 3 million to 5 million fewer people will obtain coverage through their employer each year from 2019 through 2022.” (Julian Pecquet, “CBO Report Says Health Care Law Could Cause As Many As 20M To Lose Coverage, The Hill’s Health Watch,” 3/15/12)

ObamaCare Has Raised Taxes On The Middle Class

The Joint Committee On Taxation Report Found That ObamaCare Raises Taxes On Middle-Class Americans. “There are a number of tax provisions in the health care bill that may directly increase taxes on some individuals and families earning less than $200,000 and $250,000 per year. Furthermore, other tax provisions in the bill that directly affect businesses may ultimately affect individuals and families earning less than $200,000 and $250,000, respectively, to the extent that increased taxes results in higher prices for the products of the affected businesses.” (Joint Committee On Taxation, Letter To Senator Tom Coburn, 3/20/12)

  • The Wall Street Journal: “Obama Has Imposed The Largest Tax Increase In History On The Middle Class.” “It is now undeniable that Mr. Obama has imposed the largest tax increase in history on the middle class. Individuals who don’t buy insurance will have to pay several hundred dollars, depending on income. The Congressional Budget Office says that 76% of those who pay the mandate tax will make less than 500% of the federal poverty level, estimated to be $24,000 for a family of four in 2016. That means 76% of the payers will earn less than $120,000 a year.” (Editorial, “It’s Up To The Voters Now,” The Wall Street Journal, 6/28/12)

As Many As 26 Million Americans Will Now Be Required To Obtain Health Insurance Or Be Taxed By ObamaCare. “About 26.3 million Americans who are currently uninsured will be required to newly obtain coverage or pay a fine.” About 26.3 million Americans who are currently uninsured will be required to newly obtain coverage or pay a fine. In this group, 8.1 million people will be eligible to receive free or close-to-free insurance through Medicaid or CHIP and can avoid the mandate penalties if they do so; hence our finding that 18.2 million Americans (6 percent of the total population, 7 percent of the nonelderly population) will be required to newly purchase coverage or face a penalty.” (Linda J. Blumberg, Matthew Buettgens and Judy Feder, “Timely Analysis Of Immediate Health Policy Issues,” The Urban Institute, March 2012)

The Middle-Class Will Pay For ObamaCare’s Tax Requiring All Americans To Carry Health Insurance. “The nonpartisan Congressional Budget Office estimated that in 2016, two years after the mandate takes effect, about 4 million Americans out of about 21 million uninsured would pay the penalty; the rest would be exempted for hardship, religious beliefs and other reasons. The penalty — $695 a person in 2016 or 2.5 percent of a household’s income, whichever is greater — would be half as much for children and indexed for inflation; a cap would apply for families.” (Jackie Calmes, “Tax Or Penalty? Both Campaigns Are Quick To Define Court’s Health Care Ruling,” The New York Times, 6/29/12)

Those Without Insurance Will Be Required To Pay A Tax Of Up To $2,085 A Year. “Require U.S. citizens and legal residents to have qualifying health coverage. Those without coverage pay a tax penalty of the greater of $695 per year up to a maximum of three times that amount ($2,085) per family or 2.5% of household income. The penalty will be phased-in according to the following schedule:  $95 in 2014, $325 in 2015, and $695 in 2016 for the flat fee or 1.0% of taxable income in 2014, 2.0% of taxable income in 2015, and 2.5% of taxable income in 2016.” (“Focus On Health Reform: Summary Of New Health Reform Law,” The Kaiser Family Foundation, 4/15/11)

  • After 2016, The Tax Will Increase Every Year By The Cost-Of-Living Adjustment. “Beginning after 2016, the penalty will be increased annually by the cost-of-living adjustment. Exemptions will be granted for financial hardship, religious objections, American Indians, those without coverage for less than three months, undocumented immigrants, incarcerated individuals, those for whom the lowest cost plan option exceeds 8% of an individual’s income, and those with incomes below the tax filing threshold (in 2009 the threshold for taxpayers under age 65 was $9,350 for singles and $18,700 for couples).” (“Focus On Health Reform: Summary Of New Health Reform Law,” The Kaiser Family Foundation, 4/15/11)

In All, Obama Pays For His Government Takeover Of Health Care With $810.8 Billion In Job-Killing Taxes On Small Businesses, Investments And Innovation. (“Updated Estimates For The Insurance Coverage Provisions Of The Affordable Care Act,” Congressional Budget Office, 3/12; “Estimated Revenue Effects Of A Proposal To Repeal Certain Tax Provisions Contained In The ‘Affordable Care Act,’” Joint Committee On Taxation, 6/15/12)

ObamaCare Has Failed To Control Health Care Costs

When ObamaCare Is “Fully Implemented,” ObamaCare Will Increase Health Care Spending 7.4 Percent. “Spending would jump 7.4% in 2014 when the federal health law is scheduled to be fully implemented, the analysts predicted, as millions of Americans gain medical coverage either through subsidized plans purchased through government-run exchanges or through Medicaid, the federal-state insurance program for low-income people.” (Louise Radnofsky, “Steep Rise In Health Costs Projected,” The Wall Street Journal, 6/12/12)

  • ObamaCare Will Increase Federal Health Care Spending $478 Billion From 2011-2022. “President Barack Obama’s health care overhaul will add $478 billion in spending from 2011-2021, the period covered by the projections. Some 30 million uninsured people will get coverage.” (“With Or Without Obama’s Law, U.S. Health Care Costs Will Keep Outpacing Economy,” The Associated Press, 6/12/12)

Health Care Spending Will Increase More Than If ObamaCare Had Not Been Enacted.” “Spending will jump 7.4 percent to $3.13 trillion in 2014 when the law will begin to extend subsidized coverage through private health insurance and the Medicaid program. This compares with a 5.3 percent hike if health care reform had not been enacted. In later years, rates of growth will return to levels consistent with recent history, the data show.” (Jeffrey Young, “Health Care Reform Boosts Spending A Tiny Fraction While Covering Millions,” The Huffington Post, 6/12/12)

Health Care Spending Will Grow An Annual Rate Of 5.7 Percent For 2011 Through 2021, “0.9 Percentage Point Faster Than The Expected Growth In The Gross Domestic Product.” “New estimates released today from the Office of the Actuary at the Centers for Medicare and Medicaid Services (CMS) project that aggregate health care spending in the United States will grow at an average annual rate of 5.7 percent for 2011 through 2021, or 0.9 percentage point faster than the expected growth in the gross domestic product (GDP).” (Chris Fleming, “Health Spending Growth Projected To Average 5.7 Percent Annually Through 2021,” Health Affairs, 6/12/12)

A MAJORITY OF AMERICANS SUPPORT THE REPEAL OF OBAMACARE

Numerous Polls Find That A Majority Of Americans Oppose ObamaCare. “Polls have shown that a majority of voters oppose the law, even after the Supreme Court declared it constitutional.” (Elise Viebeck and Russell Berman, “GOP: Vulnerable Democrats Will Back Health Care Law Repeal Vote,” The Hill’s Health Watch,” 7/10/12)

  • A Majority Of Americans Still Support The Repeal Of ObamaCare. “Still, a majority, 51 percent, said they favored repealing the law in its entirety, compared to 47 that want it kept in place.” (Jonathan Easley, “Poll: Majority View Individual Mandate As A Tax,” The Hill’s Briefing Room,” 7/2/12)

A Plurality Of Americans (46 Percent) Say That ObamaCare Will Hurt The National Eonomy.  “Americans are more likely to say the 2010 healthcare law upheld by the Supreme Court last week will hurt the national economy (46%) rather than help it (37%), while 18% say they don’t know or that it will have no effect.” (Frank Newport, “Americans See More Economic Harm Than Good In Health Law,” Gallup, 7/5/12)

  • 47 Percent of Independents Think That ObamaCare Hurts The National Economy. “Republicans were far more likely than Democrats to say the law will hurt — 78 percent to 20 percent, respectively — while 47 percent of independents believe the same, versus 34 percent who think the law will help.” (William Bergstrom, “Poll: Affordable Care Act Will Hurt Economy, Not Help,” Politico, 7/5/12)
